The final tick of approval was given to Mr Wood at an extraordinary meeting on Tuesday night, and council announced the news on Thursday.
Mr Wood was initially hired as the interim CEO, to remain in the role for 12 months until a new council was elected.

However, when the local government elections were pushed back until December, it was decided to recruit someone permanent to lead the organisation.
Mr Wood says he's looking forward to moving into a new era with council, acknowledging the turmoil the organisation has been through in 2021.
"The community, and indeed our staff, have been so patient this year, as we have gone through many changes in leadership and been under an incredible amount of scrutiny," Mr Wood said.
"However, I'm confident that we have now turned a corner, and I feel very honoured to be able to lead Dubbo Regional Council into this new chapter."
Mr Wood said his job now was to focus on the general day-to-day operations of council.
In August, Cr Lawrence said the decision to recruit now was made to "guarantee stability and continuity for the organisation going into the new term of council".
The selection panel for the new CEO was comprised of Cr Lawrence, deputy mayor Anne Jones, councillor Jane Diffey and someone independent of council.
