Cr Shields has been absent since the end of March when a medical episode lead to his hospitalisation.
However, Dubbo Regional Council chief executive officer Dean Frost confirmed the mayor's return on Tuesday.
"Mayor of the Dubbo Region Councillor Ben Shields has received medical clearance to return to his duties as mayor," Mr Frost said.

"As such, today I met with Councillor Shields and staff to discuss a safe "return-to-duties strategy" for the mayor. This meeting occurred at the council civic administration building (CAB) in Dubbo. The mayor can choose whether he performs his duties from home or at the CAB.
"It was agreed that Councillor Shields would return to focus on the essential functions of his role. I will continue to work with Councillor Shields to ensure a seamless transition in the coming weeks."
Deputy mayor Stephen Lawrence has been acting in the mayoral role while Cr Shields has been absent.
During his absence, Cr Shields was required to return his work car, phone and iPad. It was also decided that his mayoral fee - received on top of the councillor fee - would go to Cr Lawrence.
The additional funding received during Cr Lawrence's time as acting mayor will be donated to Dubbo charity Leaderlife.
That same day, the scheduled council committee meetings were cancelled because there were not enough councillors who were able to attend.
