However, deputy mayor Stephen Lawrence is calling for an extraordinary council meeting on Saturday with a list of strict restrictions on Cr Shields' return to work, following allegations of harassment and bullying within council.
On Monday afternoon, Cr Lawrence said he wanted to instill a new policy that was "designed to meet council's duty of care responsibilities to staff, the community and Cr Shields himself".
It comes after councillors raised concerns of alleged bullying and harassment and council received an influx of code of conduct complaints about the organisation.

When asked by the Daily Liberal, council's acting chief executive officer Dean Frost could not confirm when Cr Shields would return, or what rules would be in place.
Cr Shields refused to comment.
Mr Frost did not accept a request to be interviewed but provided three sentences to the Daily Liberal.
"The mayor of the Dubbo Region, councillor Ben Shields in currently on a leave of absence. It is a matter for the mayor and medical professionals to determine when he is to return," Mr Frost's statement said.
"Circumstances surrounding the mayor's return to work will be discussed with staff and councillors in due course."
Cr Lawrence has called for seven conditions to be implemented when the mayor comes back.
Cr Shields was hospitalised on March 31 following a medical incident.
