The council will also be project manager during its construction which is expected to begin this year.
Dubbo regional mayor Ben Shields has revealed the council's role in the establishment of what he calls "this important facility" at Dubbo City Regional Airport.

He says getting the project off the ground will "likely involve" Dubbo businesses, tradespeople and contractors.
NSW Minister for Police and Emergency Services David Elliott put the centre in the spotlight when visiting the training academy to inspect its new aviation simulator, purchased in response to the NSW Bushfire Inquiry.
Mr Elliott said aviation firefighting specialists would benefit from the new simulator and the centre.
He revealed the council was collaborating with the NSW RFS on the project.
"Plans for the multimillion-dollar world-class centre will consist of a two-storey building, housing four simulator rooms, central control room, meeting rooms and accommodation to cater for NSW emergency services along with interstate and international personnel whom the center will be made available to," he said.
Cr Shields has welcomed the future and "ongoing" economic benefit of the facility to the region, along with its focus on boosting skillsets.
"Construction will likely involve local business, tradespeople and contractors and the centre will lead to further employment opportunities for the NSW RFS in the region," he said.
"The skills acquired and strengthened by this simulator and the planned centre of excellence will improve the protection of our local area and across the state."
The mayor says the airport is an emerging emergency services precinct through the presence of the NSW RFS, Royal Flying Doctor Service (RFDS) , NSW Volunteer Rescue Association (VRA) and NSW State Emergency Service (SES).
