The first and second phases will begin simultaneously at Dubbo.
A state rollout of the first and 1a phase began about a month ago.
It will spread to the regions on March 22 with Dubbo Hospital a hub for distribution of the AstraZeneca vaccine.

People eligible for the jab under phase 1a include quarantine and border workers, frontline healthcare workers, and aged and disability care staff and residents.
Chief executive of the Western NSW Local Health District Scott McLachlan says clinics will be established at Dubbo, Orange and Bathurst hospitals next week, where staff working in emergency departments and intensive care units will be vaccinated.
He said two mobile clinics would visit smaller health facilities in the region from Monday. Aged care residents living in multipurpose service facilities fall under phase 1a.
The federal Health Department has told the Daily Liberal that residents of aged care facilities in Dubbo will get the jab in "coming weeks".
The second and 1b phase of the rollout will involve 56 general practices within the boundaries of the Western NSW Primary Health Network.
A week ago its acting chief executive officer Robert Strickland announced their participation in the second phase of the rollout and the expected arrival of the AstraZeneca vaccine in the region on March 22.
People eligible for the jab under 1b include those over the age of 70; with serious underlying conditions; Aboriginal and Torres Strait Islanders over the age of 55, as well as some critical and high-risk workers and healthcare workers.
On Wednesday a list of Australian general practices included in week one of the 1b rollout was released with Dubbo Family Doctors, at 52 Boundary Roads, on it.
