About 10.50am, emergency services were called to Cobra Street, near the intersection of Brigalow Avenue, following reports a woman had been struck by a car that failed to stop.
Dubbo police were told three vehicles - a Holden Commodore, Toyota Prado and Kia Rio - pulled to the side of the road and the drivers were involved in a verbal altercation.
Police will allege the Holden driver, a 43-year-old woman, returned to her vehicle and drove at the Toyota driver, a 41-year-old woman, who was standing on the road, before driving away.
The younger woman was treated at the scene by NSW Ambulance paramedics before being taken to Dubbo Hospital. She was later airlifted to Westmead Hospital in a critical condition.
Acting Inspector Ken Brisbane said he isn't aware the matter is the result of a domestic violence incident.
"It's my understanding it followed a matter surrounding a driving incident," he said.
Acting Insp Brisbane condemned the behaviour.
"There is no excuse for this behaviour anywhere, in any part of the country at all," he said.
"I understand there are some internal injuries (to the victim), injuries to the pelvis...
Acting Insp Brisbane said the matter is still being investigated by police.
A crime scene was established and examined by forensic officers.
Following inquiries, the 43-year-old Dubbo woman was arrested at Dubbo Police Station at about 11.10am on September 3.
She was charged with cause grievous bodily harm to person with intent and fail to stop and assist after vehicle impact causing grievous bodily harm.
