On Australia Day, Scott Rodney Goodsell, of Hill Street, Parkes, was behind the wheel of a Toyota Hilux on the Newell Highway when police pulled him over.
"I got something saying that I am suspended but I checked with Roads and Maritime Services (RMS) that day and they said it was alright," Mr Goodsell is said to have told police when they asked him about his licence being suspended until March 6.
He was charged for driving while his licence was suspended, and he faced Dubbo Local Court on March 27.
"He [Mr Goodsell] has no prior criminal history and has accepted he has an appalling driving record," Mr Goodsell's legal representative said in court.
"He has turned a new leaf and he recognises his driving behaviour has to change."
In addition to being caught speeding at least 30 times since 1988, Mr Goodsell has also been convicted of driving an unregistered heavy vehicle, unlawful towing, not wearing a seatbelt and not showing L plates.
The court heard Mr Goodsell has completed the traffic offenders program and in a letter to the court, he expressed remorse for his actions.
"Speeding is just not worth it and unacceptable," Mr Goodsell wrote.
"Speeding, regretfully, has been a long term problem for me.
"I now have a goal of zero speeding."
Magistrate Theresa Hamilton told Mr Goodsell he was "clearly told" his licence was suspended.
"I take into account you've done the traffic offenders program and pleaded guilty," she said before convicting Mr Goodsell of driving while his licence was suspended, fining him $400 and issuing a licence disqualification for three months.
According to the NSW Centre for Road Safety, speeding is the leading behavioural factor in death and injury on the state's roads.
