Mr Ellis believes the incoming group of councillors should keep their focus on what they have been elected to do.
"Well I think that council needs to get back to what's supposed to be doing," he said.
"Which it's infrastructure and service delivery.
"Not using it as a tool for vendettas."
Mr Ellis admitted he has a long history with East Dubbo in particular after moving to the area when he originally moved to town.
"When I first moved to Dubbo that's where my mum moved," he said.
Mr Ellis will run on a ticket alongside Trina Thornbury as part of The Ben Shields Team group and says the pair have a long history together going back almost two decades.

"I've known Trina for probably 17 years," he said.
"So a long time yeah."
Mr Ellis downplayed his relationship with former mayor and current candidate Ben Shields.
"Well I don't really think that's a big issue in it," he said.
"But I guess to anyone that lives in east ward I'm the only candidate that's going to be voting for Ben [Shields] to be the mayor out of all the candidates in the ward."
With just three weeks to go until the election, campaigning is becoming more and more time consuming for the cohort of candidates.
Mr Ellis feels the next few weeks will be vitally important to his chances of being elected to council.
"Well for the past month everyday has sort of been letter boxing," he said.
"That will continue.
"Pre-polling is coming up not that there is handing out this year so that has sort of changed it.
"So we'll be just setting up each morning and letterboxing."
While the final few weeks may seem like a lot, Mr Ellis is confident the election could come up quicker than expected.
"It's a bit like that," he said.
"Sometimes you feel like it's taking forever then the day comes.
"Then it's all over."
Mr Ellis, Ms Thornbury and the other 33 hopeful council candidates will have their fate decided on December 4 when the public votes.
Ten candidates, two from each of the five wards, will be elected to Dubbo Regional Council.
