Mr Knagge will run for election in the central ward in a group alongside Vicki Etheridge in a ward that will also feature former mayors Ben Shields and Mathew Dickerson.
For Mr Knagge, he said the main reason for him to run for council was a pretty simple one.
"I guess I've had an interest in council for many years," he said.
"I've always had it in the back of my mind that I would run for council one day.
"The opportunity has come up and to stand as a group with Vicki [Etheridge] as well.
"I think she has been a good councillor and is there for the right reasons. She has experience so I'm very happy to run in a team with her."
Mr Knagge believes he could not have picked a better person than Ms Etheridge to run alongside on December 4.

"I met Vicki when she was on council and we were doing some work up at South Dubbo Oval with the Dubbo Demons," he said.
"Vicki came up there and lent her support on behalf of the council.
"She certainly impressed me as a person who I think is there for the right reason.
"That is, to support the community which matches up with my beliefs and the reason why I'm standing for council. I look at things I guess in a very basic way and that is the council's job is to provide those local government services which are essential to the community.
"You've got to ensure those services are effective."
Mr Knagge has a long history with sport in Dubbo especially with the Dubbo Demons where he is a life member and is currently on the board for the club's 2022 season.
The council candidate is hoping he can help out all sporting clubs if elected regardless of what code they play.
"My background is I've always loved sport and been around sport in Dubbo," he said.
"I just love to see kids play sport I don't care which code of footy or what type of sport is.
"It's the best thing for children when they are growing up and they need the facilities. I think that council could probably engage sporting clubs a bit better.
"That's one thing I'd try to promote and I'd be happy to represent any sporting club."
