The works have been completed to facilitate the new traffic lights that will be put in place at the intersection.
While the roadworks are one of many across the city causing headaches for motorists, the good news is that the works are on track to be completed before the end of the year.
The upgraded utilities criss-cross with new drainage pipes 3.5 metres beneath the ground.
Member for Dubbo Dugald Saunders said the $14 million upgrade will see the current roundabout replaced with the new traffic lights.
"While it may be difficult to see progress at road level, crews are powering ahead with work underground, replacing mains and pipe networks that have been in place for decades - all while keeping traffic flowing.
"To reduce the impact on road users, some of the work has been carried out overnight, which means crews tasked with breaking back into the underground network every day have had to use temporary infills and large plate covers before traffic picks up each morning," he said.
Now installed beneath the intersection is 230 metres of electrical conduits, 460 metres of low and high voltage cable ducts, 310 metres of reticulation mains, 90 metres of central distribution mains, 240 metres of medium pressure gas mains, 350 metres of telecommunication conduits, and 350 metres of central road drainage network.
The engineering team have been using 3D modelling to help identify the network of cables, pits and connections beneath the road surface.
It is the first time the 3D modelling for road upgrade work has been used in the central west.
During March the entry and exit to the roundabout was reduced to a single lane to ensure the safety of motorists, pedestrians and workers at the site, as well as maintaining access to surrounding businesses and residences.
The full upgrade at the intersection includes widening the highway, building a new pedestrian crossing as well as installing safety features including upgraded street lighting and accessible ramps.
