The push for an indoor pool was ignited in December. It's the second time an indoor pool has been on Dubbo Regional Council's agenda in the last four years.
As part of the community consultation in 2018, more than 700 residents completed a survey on what they would like at the pool. Of those, almost three-quarters of respondents said they wanted an indoor pool at the facility.
In December, mayor Ben Shields said council needed to "get on with the job" of redeveloping the Dubbo pool.

He called for another masterplan and design concepts to be developed for the $30 million pool revamp.
Four organisations have provided detailed design concepts to council, taking into account the long list of requirements.
As well as an indoor pool, the organisations also had to include a heated spa, sauna and a fully-equipped gym. The goal is construct a facility that will allow for built-for-purpose indoor training, competitive swimming and recreation.
But director liveability Skye Price said at this stage no funding was available for the project.
"While council does not have allocated funding as part of the draft 2021/22 budget for detailed designs, formal development approvals, nor construction, different funding strategies can potentially be adopted to enable detailed designs to be prepared," Ms Price said in the council report.
"Once technical architectural drawings are in hand, the design documentation will better equip council to undertake grant chasing and simultaneously strive for philanthropic donations."
Council will now develop a strategy to get funding for the proposed indoor pool and redevelopment of the facility.
