Councillors will meet at 12pm to debate and vote on eight recommendations put forward by acting mayor Stephen Lawrence, and supported by a majority of other councillors.
In a motion Cr Lawrence has recommended the council "condemn and not tolerate abuse of power, bullying, harassment, threats and intimidation by any councillor or council staff member."

Cr Lawrence has recommended an independent investigator be appointed to examine "any such complaints, suggestions and allegations of misconduct, the operation and integrity of council complaint processes over the term of the current council, and any other matters of concern to councillors as might later be determined".
A report has also been requested for a May 3 ordinary meeting of council to advise options for the appointment of an independent investigator, and possible terms of reference for such an investigation.
Cr Lawrence has also recommended there be an additional ordinary meetings of council on April 19.
It has been requested a confidential report be prepared for councillors on April 19 to include any and all complaints, allegations and suggestions of misconduct on behalf of any councillor, that have at any stage of the term of council been bought to the attention of staff and not been the subject of a code of conduct process.
It should include any code of conduct complaints against any councillor that have been withdrawn or dismissed without action.
It has been recommended that a report be prepared for the May 3 ordinary meeting that advises on council's bullying and harassment policies and any reforms needed in order for them to be best practice.
Cr Lawrence has also requested a report to be prepared by the CEO for the May 3 meeting to outline what powers of the mayor in between council meetings can be lawfully removed or reduced; and whether mayoral fees, expenses and facilities as provided for and determined annually by council resolution can be lawfully reduced or eliminated.
The last recommendation has called on mayor Ben Shields to resign from the council "as soon as reasonably practicable to allow the council to move forward in the best interests of the community".
A report will also be put before the meeting by interim CEO Dean Frost, requesting leave of absence for Cr Shields from March 31 until May 26 due to personal reasons.
The meeting comes after six councillors signed a public statement calling on Cr Shields to resign and members of the community who had concerns about their interactions with any councillor to come forward.
The council later announced Cr Shields would take indefinite medical leave, effective immediately, with deputy mayor Stephen Lawrence to step into the mayoral role.
Before the announcement last Wednesday, Cr Shields said on Facebook he "had only ever done what is right for Dubbo".
It was later revealed on Wednesday evening Cr Shields was in intensive care at Dubbo Hospital.
On Monday, Member for Dubbo Dugald Saunders sent a letter to the council's interim CEO Dean Frost to address his "serious concerns" about the operations of council and said they should be addressed "as quickly as possible".
