The committee is made up of five community members, a representative of Dubbo Regional Council and representatives of Australian Strategic Materials (ASM), which owns the Dubbo Project and the Toongi Pastoral Company.

The yet-to-be financed Dubbo Project is based on a large in-ground polymetallic resource of zirconium, rare earths, niobium, hafnium, tantalum and yttrium near Toongi.
ASM reports the committee provides a forum for "open dialogue between the proponent and representatives of the local community, stakeholder groups and local council" on issues related to the project.
Both Mrs Brennan and Mr Munro are Toongi farmers with properties near the ASM assets.
