Initially the deadline for the public exhibition period was set to end on Friday, however it's been given another week. Submissions can be made until March 12.
The proposed development has been met with criticism from residents in the area, who have raised concerns about the increased traffic.
More than 380 have signed an online petition against the new Bunnings development. The Stop Bunnings on Palmer Street Facebook page also has more than 100 people who have liked it.
Mayor Ben Shields said he encouraged "as many submissions as possible".

"There's nothing saying this is a guaranteed thing with Bunnings. We need as much community input in this as possible," Cr Shields said.
The mayor said the submissions played a big role in council's decision-making process.
"There have been many times I've taken what those submissions have said very, very seriously. You'd be a very, very foolish councillor if you didn't take those submissions seriously," Cr Shields said.
He also encouraged the people in Palmer Street, and those near the proposed development, to get together with the developer for a discussion.
"I've found after 21 years on council the best outcomes for these sort of things are not the council getting involved but for people in the area and the developers coming together in good faith to try and work out a solution," Cr Shields said.
The $30 million Bunnings Warehouse will be the largest in the Central West if it's approved by council. It's 68 per cent bigger than the current Bunnings on Sheraton Road.
Bunnings regional operations manager Robyn Hudson said access to and from the site has been designed by the developer's expert consultants and was "carefully considered to ensure a safe and accessible store".
Ms Hudson said the developer worked extensively on a masterplan for the former RAAF site and the project provides a great opportunity for commercial growth and development in Dubbo.
"We value to views of the local community and we'll work with the developer and council to listen to and address community feedback as the application progresses," she said.
