Mr Kelly died last month at 77-years-old.
He was employed by Dubbo Regional Council from June 1968 until his retirement in November 2004. During his 36 years of service he spent three decades as town clerk/general manager.
To recognise his service, Dubbo mayor Ben Shields has proposed naming the Victoria Park No. 1 Oval the Tony Kelly Oval.
Cr Shields said Mr Kelly went "far above and beyond anyone else in his field in regional NSW".
"For a man to hold that position for so long, in my mind he is pretty mush the most influential person in our city's history. I can't think of anyone else who has had that big a role to play and that big a contribution in Dubbo's history since white settlement," Cr Shields said.

"With that being the case I think it is appropriate to look at something significant for the former general manager and former town clerk of this great city. We all know Tony was a man who loved his sport."
Cr Shields said Mr Kelly was also a passionate advocate for the local community and spent much of his personal time contributing to local organisations and sporting clubs, including Westhaven Association and Dubbo CYMS Cricket Club.
The councillors have given their support for the proposed Tony Kelly Oval.
Cr Shields said council would now look into the steps that needed to be taken to make it official.
He said he was unsure about how long the process would take.
Mr Kelly started as assistant accountant with Dubbo City Council in 1968 but by 1975 was town clerk after a stint as deputy town clerk.
He became general manager in 1994 under a new Local Government Act.
A moment of silence was held in honour of Mr Kelly at Monday night's council meeting.
