The conservatorium has been operating from the Bultje Street premises since 2003.
Last year, a spokesperson for the Department of Education said the conservatorium was given 3.5 years notice that "in 2023 the building may be needed to meet the demand of growing primary school enrollment numbers in central Dubbo".
On Monday night at the August council meeting, Cr Shields will seek support from the councillors to encourage the NSW government to assist in finding a suitable location.

"It is critical that an alternative location for this vital educational facility be found as a matter of urgency," he said in his mayoral minute on the issue.
"It is simply not good enough to leave this important organisation with an uncertain future."
In 2019, the Department of Education spokesperson said they were also open for discussions with the conservatorium on "avenues that may assist them with securing new premises".
Cr Shields has raised concerns that if land is found, "it may take a significant amount of time to build a custom conservatorium facility" and it could come at great cost.
The mayor said having an institution like the conservatorium allowed council to market the region to families with children who study musical arts.
"The conservatorium has helped bring people to Dubbo because of the employment opportunities it creates," Cr Shields said.
"There are 22 staff who provide opportunities to 1000 learners who participate in music education programs every year."
The mayoral minute is one of two that will be presented at the council meeting.
Cr Shields also wants the Firgrove Estate Signs to be replaced, following a complaint from the Firgrove Residents Association.
The signs are damaged, with some in complete disrepair, said the mayor.
The August Ordinary Meeting of Council will be held in the Dubbo council chambers from 5.30pm on Monday.
Limit numbers can attend, plus the meeting will be streamed live on Dubbo Regional Council's Facebook page and website.
