The draft 2020/21 budget, as well as council's proposed fees and charges, are about to go on public exhibition.
It shows rates will rise by the rate pegging limit of 2.6 per cent for the year. Sewerage and water charges will also increase by 2.6 per cent.
The annual domestic waste charge is also proposed to rise. For residents with a three bin service, the charge is expected to grow by $10 to $399.10. Those with a two bin service are likely to see their bills increase to $325.25.

A pensioner rebate of $52 will continue to be offered.
Across the next four financial years, $21.8 million has been allocated for urban road works, including $12.1 million in the upcoming financial year.
There's also $24.1 million allocated for rural roads. Of that, $15.3 million is for 2020/21, which includes $1.92 million to continue the road sealing program.
Significant projects budgeted for the year include the completion of the Boundary Road extension from Alexandria to Sheraton road, the Wellington and Geurie bores and pipelines, and reconstruction of the Newell Highway between Minore Road and Victoria Street.
Elston, Victoria, Macquarie Lions, Muller and Powter parks are all expected to have improvements made during the financial year. There will be $203,000 spent on the amenities as Elston Park.
More gross pollutant traps are planned for the city with a proposed $3.42 million to be spent in the next four years. There has also been $1.36 million allocated for additional street trees.
Dubbo mayor Ben Shields urged the public to take a look at the budget before it was finalised.
"If we don't get any feedback. If we don't get people saying 'yay' or 'nay' the budget will effectively be passed as seen," he said.
"It's very important that the community of Dubbo and Wellington and all of the villages and all that's in between have a good look at this budget."
The draft budget and proposed fees will go on public exhibition for four weeks, starting on May 1. There will be no physical copies available to view, but the document can be found on the Dubbo Regional Council website.
Feedback can then be submitted through the council website before councillors vote on the final budget.
"It's very important the community understands this budget is basically how we operate. It's our lifeblood or the next 12 months. that's why it's very, very important the community makes comment on this and tell us where we're going right and where we're going wrong," Cr Shields said.
