The Ballimore, Eumungerie, Geurie, Stuart Town and Toongi waste depots and transfer stations are all open at restricted times. Most are open for a few hours during the week and then for a day on the weekend.

But Cr Mohr said the limited hours was causing great frustration among residents.

"The more and more I drive through country roads the more and more I see rubbish dumped on the side of the road due to the closure of those tips," he said.

"We need to bring this under control and have a think tank about that."

Dubbo Regional Council restricted the hours to reduce both the cost and the risk of asbestos being illegally dumped.

"The reduced hours now means the council will be able to monitor what is disposed of, reducing the risk of illegal disposal of hazardous materials," a spokesperson said in November.

Cr Mohr said now even the recycling bins at Wongarbon had been taken away.

"They've been moved to Ballimore and people are telling me they can't go and take recycling there because they're being turned away," he said.

"People are now getting frustrated and losing their minds and throwing things on the side of the road which is unfortunate. It's costing us a lot of money in the long run, a lot more than it would have to have these tips open at times for people to use them."

Mayor Ben Shields agreed.

"I don't think we've got it right, I really don't," he said.

"It's something we've copped a lot of criticism for and people are rightly concerned around the villages right across the local government area."

Cr Shields encouraged Cr Mohr to take action and get council to review the opening hours.
