The NSW government says the expressions of interest (EOI) process aimed to identify suitable parties and relative solutions that can meet its requirements and objectives at the lowest cost.
The state opposition says the government has promised low-cost electricity before and broken that promise.
Member for the Dubbo electorate Dugald Saunders said the EOI would allow the government to see what the market had to offer.
"It is important that, as a government, we look for the most cost-effective and clean ways to provide electricity while also maintaining a constant supply," he said.
"That isn't an easy task, but by seeking expressions of interest, it gives the government the opportunity to see what the market has on offer and allows for the best outcomes for our region and the state as a whole."
Opposition Leader Jodi McKay said the government couldn't be trusted to supply low electricity prices.
"Under the Berejiklian Government, energy prices have gone up, as have emissions," she said.
"As Malcolm Turnbull says, the worst of all possible worlds has been delivered by the Liberal and National Coalition.
"Recently the Treasurer's new 2040 blueprint admitted energy prices had increased by 20 per cent in 2017 alone.
"The state government should use its purchasing power to deliver lower prices and lower emissions."
The NSW government's current contracts with ERM Power and Origin Energy expire in June 2022.
