Minokamo mayor Seiiti Ito and chair of council Hidenori Makita were part of a 20-member delegation from Japan.
It has been 30 years since the two cities signed a historic agreement to connect the two cities.
Dubbo mayor Ben Shields said the original agreement was to 'make an effort to improve citizens' lives and promote common welfare'.

"In the last three decades there have been numerous delegations and student exchanges and these have served to strengthen the bond, creating long-lasting friendships in the process," he said.
"We look forward to the next 30 years and beyond as sister cities with Minokamo."
As well as unveiling the Minokamo Way sign at the Japanese Gardens on Sunday, Dubbo Regional Council also held a free music recital and a tea ceremony.
Dubbo's 2019 student exchange group to Minokamo also performed a song to commemorate the 30th anniversary.
