The meeting will take place this Friday, November 15, from 5.30 pm in the council meeting room.
Mr Wray said St Vincent de Paul has agreed to provide seed funding for the project to help establish the bank and the Dubbo Aboriginal Lands Council has offered to supply ground area for the project free of charge.
"People are finding it harder and harder to make ends meet as expenses continue to go up and up and the demand for food is increasing rapidly from organisations like ours," Mr Wray said.
"We don't want to be in charge of the group, once it's established we will take a step back, we just think the more people that come together, the more sustainable it will be to continue providing food vouchers."
