Mr Dickerson was elected as mayor of Dubbo City Council on September 8, 2011. He held the position for four years and eight months, until the amalgamation with Wellington Shire Council in 2016.
The emeritus mayor title is given by Local Government NSW for mayors who have had extended service and are not currently serving in the position.
ALSO MAKING NEWS:
In a response to the application, LGNSW said because Mr Dickerson had served for less than five years "the application does not meet the eligibility criteria and cannot proceed".
Dubbo Regional mayor Ben Shields said he had done a lot of lobbying for Mr Dickerson to be given the title, but now the matter had been put to bed.
Councillor John Ryan said he thought the title was "ridiculous".
He said he didn't approve of a title that was only given based on how long a mayor served, rather than on how well or poorly they had done.
Those who receive the title are also presented with a certificate and a lapel pin.
