Liquor and Gaming NSW gave its approval for the amalgamation from April 10.
It followed a lengthy process initiated by the sporting club in Wingewarra Street, against a backdrop of financial challenges detailed in its annual report.
Dubbo RSL general manager Gus Lico said the RSL had taken control from April 10 and he provided an update to the community this week.
"Changes are occurring slowly and will continue for some time to turn the club around with the ultimate outcome to be profitable first and foremost whilst continuing to provide and maintain the current facilities," he said.
Earlier this year Mr Lico said the biggest challenge for the amalgamated club was change.
"We must remain relevant and change with the times," he said.
"What we used to do does not work for the generation coming through and therefore change is inevitable.
"It is extremely important that members and the community embrace the changes for the business to work and continue to grow."
