The 35-year-old prop forward spent four seasons as a player with the Dragons and was in their Challenge Cup-winning team of 2018 before leaving at the end of the 2020 season.
He will reunite with former Sydney Roosters teammate Mitchell Pearce who has quit the NRL to continue his playing career in Super League at the French club.
They enjoyed title success together at the Roosters as members of the 2013 premiership-winning team.
Moa, who also played for Hull, had a season playing and coaching with French domestic champions Lezignan in 2021 but is now back at Stade Gilbert Brutus.
"I have spent the past year with Lezignan and I have a greater appreciation for what rugby league means to the people of this region of France," he said.
"I am very grateful for my time as a player and assistant coach with Lezignan where I have gained some valuable experience.
"I look forward to working alongside Steve McNamara, Thomas Bosc and the staff at the Dragons as a collective in order to help the team and the club take the necessary steps to fulfilling its huge potential."
McNamara said: "We are delighted that Sam has rejoined the Dragons as an assistant coach.
"He has great knowledge in the specific areas I want him to work with a great personality and energy to match. He will be an outstanding addition to our staff."
