"I suppose it just comes down to that we need a voice in there representing the Aboriginal community and other people who are new Australians," he said.
Mr Burns has a long history in east Dubbo and feels he couldn't have picked a better ward to be on the ticket for.
"I live in east ward, I was born in east ward and I work in east ward," he said. "East covers the Talbragar reserve and I'm just off that so my slogan for my campaign is 'off a mission, on a mission'."
Alongside Mr Burns on the ballot paper will be his cousin Adele Burns and the former said it was a great opportunity for both the Burns' to team up.

"I got good feelings about it," he said.
"We've been on the same board for a few years now and I know how 'Della' [Adele] works and thinks. I just thought it would be a good opportunity to ask her if she wanted to join me on a ticket to run for council because she was considering it as well."
Throughout his life, Mr Burns has been a strong advocate for Dubbo and has promoted his home to people from all across the world.
"All of the years I've been travelling overseas I have been promoting Dubbo," he said.
"Dubbo has a pretty good name around the world and I'm always constantly promoting it.
"When you're out there moving around in the public and in the country trying to promote your home town. Then you come home to read all of the stuff that's going on in council which is making people's eyebrows go up and their jaws go down. When things like that are going on it's time to get involved and see what's going on to try help sort out the problems."
Both Burns' will be together on the ballot paper in the upcoming election as one of two groups in the east ward. The Ben Shields Team's Jeremy Ellis and Trina Thornbury will be in the other group.
