Residents must wait a little longer to return to the likes of Western Plains Cultural Centre (WPCC) and Dubbo Regional Theatre and Convention Centre.
The council has opted for a staggered reopening of indoor facilities for multiple reasons.

Newly-appointed chief executive officer Murray Wood has listed them off.
"Council has been following the state government's road map and the evolving NSW public health orders when making decisions around when to open its facilities, as well as working closely with staff to ensure we have the appropriate COVID safe planning, vaccinations where required as well as engaging with industry and key stakeholders around what is best practice for reopening and operating the various facilities," he said.
The council has already opened numerous outdoor amenities including Dubbo Showground, Dubbo Regional Botanic Garden, waste facilities and transfer stations, cemeteries, playgrounds, skate parks, camping and sporting grounds.
"Proposed" reopening of currently-closed council facilities in the week starting October 18 covers the Dubbo Visitors Information Centre, Old Dubbo Gaol, Customer Experience Centre and WPCC.
The theatre complex may be reopened when the state reaches the 80 per cent double-jab rate. Macquarie Regional Library at Dubbo has been pencilled in to reopen in the week starting October 25.
