The financial institution announced plans in April to move in with St George in October under a new model that would have two bank brands in one location.
The company said then the change would help it to retain a face-to-face service and connection to the community at a time when customers were choosing to visit branches less.
Dubbo was one of eight regional centres where the Westpac Group's new model would be rolled out.
But this month the company confirmed the plans had been put aside for the moment.
"Due to COVID-19 restrictions we have temporarily delayed the opening of our new co-located branch offering for Westpac and St George customers in Dubbo," chief customer engagement officer Ross Miller said.
"We are committed to providing banking services in the Dubbo region and are looking forward to opening the co-located branch as soon as possible.
"Our existing branches remain open to help the community with their banking needs."
