Speaking on his show Freddy and the Eighth on Channel Nine with NRL great Andrew Johns, NSW coach Brad Fittler admitted Burton is in the conversation for a spot on the NSW bench.
Fittler's squad for game one of this year's series will be named on Sunday.
"I've just liked him because I remember he came in last year and every time he came in he was pretty much the best player on the field," he said.

"Then they (Penrith) went with Luai and everyone questioned it but every time he came in he was the best player and now he has got the position he is one of the best players every week, he just looks like he is unflappable."
If Burton is not selected in the starting 17, there is also a chance he could be selected as the 18th man to be spend time around the squad which he is likely to feature in over the next decade.
"I think 'Joey' (Johns) spoke about the 18, he plays multiple positions but actually 'Joey' was talking about Owen Cragie saying they'd would be running one way and the ball would bounce to Owen Cragie and it seems like Matt Burton has the same problem where the ball keeps bouncing to him," Fittler said.
"He's in the right place at the right time all the time, he's a really good player, his defence looks sound, the one thing they (Penrith) do really well is work off the ball for each other and that's one thing you have to do in Origin, you gotta work pretty hard."
Penrith five-eighth Jarome Luai is locked in a three-way battle with South Sydney's Cody Walker and Canberra's Jack Wighton to partner Nathan Cleary in the halves for game one.
Wighton and Walker have both struggled at points this season and will likely need a big game this weekend to book their place in Fittler's squad.
Burton and his Penrith teammates will get their final chance to impress Fittler and the selectors on Saturday afternoon when they face the Canterbury-Bankstown Bulldogs.
