The extraordinary meeting was initially called by then-acting mayor Stephen Lawrence for Saturday.
When mayor Ben Shields returned to office last week, it was moved to Monday.
Because it was moved, the meeting had no agenda, but was unable to be cancelled in advance.

However, it was short-lived on Monday because only three of the 10 councillors were in attendance: Cr Shields, Dayne Gumley and Greg Mohr.
Cr Lawrence said he would bring his original agenda items, including an independent investigator matter, to the May ordinary council meeting on May 24.
He said like some of the other councillors who work full time, it was not possible to attend a midday council meeting on a Monday at short notice.
