Burton has been named on an extended bench for the first two rounds but may come into the starting 17 for the grand final rematch after halfback Nathan Cleary left the field during last weekends match due to concussion protocols.
Due to the concussion symptoms, Cleary will have to undergo tests throughout the week and due to a short turnaround he may be rested for the game.
After having playing the first two matches for the Penrith NSW Cup side, Burton has been arguably the best player on the field in both matches.
Scoring two tries and setting up four more, the tall play-maker has looked to run the ball more utilising a dangerous left foot step close to the try-line.
Should he line-up it will be just Burton's sixth NRL game and fourth in the starting side.
Like many predicted, Penrith have started the season in exceptional form and have not conceded a point across their matches so far.
After scoring six tries in two games last season Forbes junior Charlie Staines will be hoping he can cross the line for his first try of the year and will have his hands full in defence against NSW and Australian winger Josh Addo-Carr.
St George Illawarra Dragons forward Kaide Ellis is still unable to break in to the starting 17 after being named on an extended bench again.
The Dragons won their first match of the year last weekend against the North Queensland Cowboys in Townsville.
Brisbane Broncos centre Kotoni Staggs is still several weeks away from returning from injury.
Staggs starred throughout 2020 in a struggling side and would have been selected for NSW's State of Origin before a knee injury ruled him out for the remainder of last season and the first half of the 2021 season.
April is the expected return date for Staggs who has clubs including the Canterbury Bankstown Bulldogs, Parramatta Eels and Gold Coast Titans are all chasing him for upcoming seasons but he may choose to re-sign.
