Bradley Adrian Beard was driving two passengers in a Toyota Hilux east along Talbragar Street when he was stopped by police for a random breath test.
After recording a positive test he was arrested and taken to Dubbo Police Station, where he returned a reading of 0.153 - more than three times the legal limit, court documents revealed.

The 22-year-old told police he had consumed three schooners of mid-strength beer over about three hours.
At Dubbo Local Court on Wednesday, Beard pleaded guilty to high-range drink driving.
Defence barrister Michael Powell told the court Beard was a person of good character, a hard and reliable worker, and had not come to the attention of police before this incident.
The court heard Beard had received a roadside suspension of his licence, which had "made life difficult" with his employment at GrainCorp.

References were tendered including a letter from his current and previous employers, along with an "unprompted hand written letter" of apology, Mr Powell said was "from the heart".
"You can see from the references he's got a mature attitude toward work," Mr Powell said.
"People who have employed him place a lot of dependence on him. He's seen not only as someone who will do the job, but will do it well."
Magistrate Theresa Hamilton did not record a conviction after she took into account Beard's lack of criminal and traffic history; his early guilty plea; his need for a licence for employment; and found he was unlikely to re-offend.
Beard was ordered to be of good behaviour for the next 12 months.
"It's clear from the references you're a hard worker and work long hours," she said.
"He's held a licence since 2015 ... unusually he has no traffic history or criminal history.
