Daniel Greg Ross, of Fitzroy Street Dubbo was on bail for another matter when he was caught with a number of "house breaking implements" he claimed were the "flower cutting" tools.
About 6.55am on December 20 police were alerted to a man wearing beige trousers and a dark jumper attempting to break into a phone box outside the South Dubbo Tavern, according to court documents.
A short time later police sighted Ross at the intersection of Boundary Road an Jubilee Street, who was matching the description given to police.

When police stopped to talk to Ross, they noticed he had a pair of scissors, a screwdriver and small flowerpot with flowers inside. Police also saw he had a Taggle AMR module water pulse monitor, with a long cable which appeared to be cut.
Ross told police he had the scissors to cut flowers and the screwdriver to uplift them from the ground. When he was questioned where he got the pump from, Ross told them he had found it on the ground and said he kept it because he was "a hoarder".
The officers searched Ross' satchel bag and located a wire cutter and pliers, which he told police were "flower cutters".
Further searches of the satchel uncovered three gift cards, which according to police facts Ross couldn't recall where he got them from.
Before police went to search Ross they asked if he had anything on him, before pulling a kitchen knife out of his jacket pocket, which he placed on the ground.
Police said they were going to search him, when Ross refused and sat down on a garden bench.
Refusing to get up, the two police officers attempted to pick him up before dropping his weight to resist police in the execution of their duties.
The officers managed to pull Ross to the rear of the caged police vehicle before locating a number of gift cards in his pocket.
Ross was arrested, however when police attempted to put him in the vehicle he resisted against police by pushing against them. Facts reveal police had to "forceably place" Ross in the vehicle, when he turned on his back and began kicking his feet toward the officers.
During Ross' flurry of kicks, one of the constables was kicked.
He was eventually taken to Dubbo Police Station where he was "argumentative and aggressive" toward police, and urinated on the police cell door.
The 40-year-old appeared at Dubbo Local Court via video link from Bathurst Correctional facility where he pleaded guilty to a string of charges.
Charges include having custody of a knife in a public place, goods in personal custody, assault of a police officer in the execution of duty, resist or hinder a police officer in the execution of duty and posses housebreaking implements.
The matter was adjourned to sentencing at Dubbo Local Court on February 18.
