Councillor Dayne Gumley said the Government must look at better ways to spend stimulus funding.
"I can't see how just giving away money is going to deliver any meaningful long-term benefits to our economy," Mr Gumley said.
"There are so many vitally important infrastructure projects that could be carried out with the amount of money that's being given away."
In responding to the idea, Federal MP Mark Coulton said Dubbo is already receiving over half a billion dollars in federal infrastructure funding.
"The Australian Government is making significant investments in infrastructure in the Dubbo region, delivering priority upgrades that are supporting jobs, the local economy and improving the local road networks to get people home sooner and safer, Mr Coulton said.
"The Government remains committed to boosting our regions, delivering lasting benefits for these communities for decades to come, long after we've beaten coronavirus."
Mr Gumley said "he is not ungrateful for the stimulus money that Dubbo has been given" but he feels that Dubbo Regional Council could do more for the community if the funding was better directed.
He said Dubbo has 'a huge rural road maintenance backlog'.
"In the Dubbo Region we have a huge rural road maintenance backlog along with multiple other important projects that are begging for funding, and this is a great opportunity to address that.
"Instead, Jobseeker has been significantly increased at a time when we should be encouraging workers - not giving them incentive to stay at home," Mr Gumley said.
Mr Coulton said Dubbo had received funding for he Dubbo Bridge, the Western Cancer Centre, upgrades to the Newell and Mitchell HIghway, University of Sydney's School of Rural Health in Dubbo, upgrades to the Newell Highway between Forbes and Boggabilla, improvements to Old Dubbo Road and upgrades to Boothenba Road.
"The Dubbo region has also received over $37.1 million in funding for 28 project under regional programs." Mr Coulton said.
Mr Coulton added that applications are now open for the next round of the Building Better Regions Fund.
"I strongly urge the Dubbo Regional Council to take advantage of this opportunity and others as they arise".
