A workshop will be held at Dubbo Regional Theatre and Convention Centre on Tuesday, January 19, from 10.30am with registrations required.
The competition aims to provide a large-scale public artwork for the planned new plaza which Dubbo regional mayor Ben Shields says will provide a major boost to the city's central business district.

"For too long our key tourist attraction has been hidden up an alleyway in Macquarie Street, taking away from its significance," he said last year.
"The plaza will reclaim the original footprint of the Old Dubbo Gaol and will create an exciting public space that will celebrate our colonial history and enhance the profile of the gaol."
Expressions of interest (EOI) for the competition will remain open until 5pm on January 31.
Applicants must be Aboriginal and/or Torres Strait Islander, and professional artists.
Tuesday's workshop in Dubbo will enable Wiradjuri Country artists to gain a greater understanding of what is required to submit an EOI.
"We wanted to make sure that locals had the opportunity to have as much information about the project as possible, and that they could directly engage with our contractor installing the work," Dubbo Regional Council's cultural development coordinator Jessica Moore said.
"The workshop will cover things like the scope of the project, the background and goals, and to get a better understanding of the support that our contractor, UAP, will offer throughout the process.
"Other things covered include some of the technical information about what's possible on the site, and what curatorial support will be offered to artists to turn their ideas into reality."
Participating artists have the chance to win "a share of close to $90,000".
The council received funding from the NSW government for the tourism project, part of its $10 million Destination Dubbo: International Ready project.
