Nearly $1.6 billion of that money will be spent on providing support for students with a disability in government schools, a record amount.

The measure is expected to double the number of students receiving classroom support to 55,000 and create 1730 jobs by 2025.

The program will include students who had not previously qualified for support, such as children with autism or dyslexia.

There's also funding for a further 4100 tutors across the state's classrooms, to provide teaching support for 200,000 students to help them catch up after remote learning during 2020.

Another $82 million will be spent on increasing the availability of before and after school care programs.

And $38 million will go to overhauling vocational education, including developing a single integrated high school certificate so students don't have to choose between doing VCE or VCAL.

School infrastructure is another big-ticket item, with the government spending $3 billion on a school building blitz that's expected to create 6400 construction and supply chain jobs.

Some of the money will be spent on upgrading 162 schools most in need.

Kindergarten will be free in Victoria next year at a cost of $170 million, part of a $774 million spend on early childhood education.

Families are expected to save an estimated $2,000 for each child enrolled in kinder.

For vocational education, 80,000 new training places will be provided over four years, with almost 60,000 of those free TAFE courses.

The government will also spend more than $631 million on extra training places to help Victorians find work.
