The enterprise founded by Ms Bartley and Georgia Ulgiati three years ago in Ms Ulgiati's father's garage won one of four people's choice accolades at the event hosted by Dubbo Chamber of Commerce.
Casey Rutherford was named Dubbo's Favourite Tradie, the Service With A Smile title went to Bev Onley, and the Wongarbon Ploughman's Rest Tavern was named Dubbo's Favourite Hospitality Business.
The Salute to Dubbo Business, held on Friday night in lieu of the annual Rhino Awards which were cancelled due to COVID-19, recognised resilience and achievement.
Ms Bartley said it was a moment to celebrate.
"It actually means everything," she said.
"Starting as a really small business in [Georgia's] dad's garage actually, then three years in to win an award... it's something we would never have thought of achieving, but it's exciting, it's humbling, it's exciting."
COVID-19 shut down the industry for months, but Millennial Brow Co has since bounced back, its co-founder reports.
"I think being closed for a long time, it's really showed that people missed us, and we've really been really busy ever since," Ms Bartley said.
The business duo have put on their first employee.
"We're really confident actually, to come through such a crazy year, and then to come through the other side, on a positive, and then hopefully in the new year we'll actually take on more staff," Ms Bartley said.
