The master plan for the multi-purpose facility, to be built on River St, has now been released and the Dubbo Regional Sporting Council has been briefed.
Community input will now be asked for as there are a number of options on the table but the initial site reviews and planning for stage one of the project, which has received more than $23 million in funding, will soon begin.
Stage one will involve the building of the indoor precinct with multi-purpose court as well as a new, and larger, PCYC facility, and tennis courts.
"The indoor courts themselves will be multi-purpose so basketball and netball will be able to be played there, indoor hockey, things like badminton have expressed interest and things like table tennis," Dubbo MP Dugald Saunders said on Friday.
"This will be capable of hosting not only regional tournaments but state, national and hopefully international tournament at some stage."

The sporting hub update follows recent positive news relating to sport in the region.
Saunders has previously confirmed an NRL match will be played at Apex Oval next year and he has been in contact with clubs again this week, while the redeveloped No. 1 Oval was officially opened earlier this month with events like Big Bash League (BBL) cricket matches already being spoken about as possible targets.
"There's no doubt sport plays a massive role not just in Dubbo or in Mudgee and Narromine but the entire western region," Saunders said.
"We are the hub for that so being able to provide a really top level indoor facility in Dubbo is really important."
While planning is more difficult in the COVID-19 climate Saunders hopes for work to started midway through next year.
The initial planning and site reports are set to take months with a salinity problem already discovered at the site.
But, for Saunders, it's all progress after the hub was initially announced in September of 2018 when Troy Grant was the Dubbo MP.
"One thing we know about Dubbo is that it's the hub of western NSW and is essentially the centre of the state," Saunders said.
"We've been through three years of horrendous drought and now we're in a pandemic so anything we can do to stimulate the economy is worthwhile and given sport plays such an import play in day-to-day lives for so many people it's another way to stimulate the economy, help people's lives, and attract great tournaments and regional events to our region."
More briefings will be held with sporting and community groups in the coming weeks and months with two main development options on the table.
The focus now is firmly on stage one but the development of a second stage in the future would involve the addition of rugby union field and outdoor netball courts while Saunders said there could be a stage three as well.
With the PCYC to be in place, Dubbo Private Hospital and dental school nearby, and the newly constructed Dubbo Regional Cycle Facility also at the location the site has the potential to be a leading health and well-being precinct.
There have already been some early conversations between Saunders and Dubbo Regional Council about potential road extensions in the future as well to ensure smooth and easy access to the site.
