The blow comes after the board met with all clubs last week, where the plans to push ahead with a planned competition were given the tick of approval.
The competition's remaining seven clubs now have to commit to the league so a revamped draw for a season can be done prior to a Castlereagh League general meeting on Sunday.
Some other clubs have already completed their COVID safe checklist and can return to training in groups of 20.
The plan had been to start the season on July 18.
