Otherwise irrigation use of the unregulated tributary flows could be considered double dipping on top of irrigation allocation.
Double dipping water usage while the whole community endures the reality of climate emergency and inadequate action could be frowned upon by the majority that accept the climate science, just as we currently accept and acknowledge medical science.
