Burton was part of a strong Group 11 contingent in the Panthers' squad.
St John's junior Isaah Yeo, after missing much of last season through injury, has been named at lock while Wellington's Brent Naden will again be in the centres.
Burton is joined on the extended bench by Billy Burns of Parkes and fellow Dubbo junior Kaide Ellis.
Elsewhere, Kotoni Staggs was named at centre for the Broncos, Coonamble junior Braidon Burns is also back from injury for South Sydney, and William Kennedy and Jesse Ramien will start for Cronulla.
Staggs' fellow Wellington products, Blake Ferguson and Tyrone Peachey, will start for Penrith and the Gold Coast respectively.
Dean Pay, the former Dubbo CYMS coach, has had to deal with some drama at the Bulldogs in the lead-up to round one, with Jayden Okunbor and Corey Harawira-Naera both stood down for disciplinary reasons.
Pay has still been able to name Gulgong junior and captain Josh Jackson for round one though.
