Signs on Sunday advised customers of a temporary limit of one pack per transaction.
That's more severe than the four pack limit announced on Thursday, as the sight of empty shelves greeted customers at multiple supermarket chains again.
In an email to customers at Dubbo and across the state on Sunday, Coles CEO Steven Cain confirmed that despite the temporary four pack limit, many stores were still selling out.
"We have therefore made the decision to change the limit to one pack per customer so that toilet paper is available for more of our customers, particularly the elderly and people who are unable to purchase in large volumes," he said.
"We have asked our suppliers to focus on increasing production of larger pack sizes and we are prioritising the delivery of these parks to our stores, as a pack of 30 rolls should last an average family for around three weeks."
"We are grateful to our team members and suppliers who are working tirelessly to do the best job possible under the circumstances and we thank our customers for their understanding and support."
Competitor Woolworths currently has a two-packet limit per customer per shop.
A number of supermarkets had limited to no supply of toilet paper on shelves mid-Sunday.
