The rain began falling just before midday on Wednesday and by 9.30pm, 28.2 millimetres had been recorded at the Bureau of Meteorology's weather station at Dubbo Airport.
Combined with previous rainfall this month, the city has so far recorded 33.6mm.
The long-term median for February is 40.5mm.
This follows on from below average rainfall in January when 36.0mm was recorded which was below the month's median of 56.1mm.
More rainfall is expected through from Friday until next Wednesday in Dubbo, with a 60 to 90 per cent chance of rain each day.
