The city received 211.2 millimetres (mm) of rain in 2019, making it the year with the lowest rainfall since 1994.
Bureau of Meteorology online data shows 2019 has snatched the record for the lowest rainfall in 24 years from 2006 which received 228.6mm.
Average annual rainfall for Dubbo since 1994 is 569.8mm.

The months that contributed most to 2019 breaking the inauspicious record were April, October and December.
Not a drop was recorded at the automatic weather station at Dubbo City Regional Airport in April this year.
In October a paltry 1.6mm of rain fell at the airport with December delivering 2.6mm.
Respective long-term average rainfall for the three months is 31.4mm, 45.6mm and 61.3mm.
Every month but January had below-average rainfall.
In January 2019, 64.4mm of rain was recorded by the bureau, compared with the long-term average of 56.9mm.
In February Dubbo received 18.4mm, March 46.8mm, May 23.4mm, June 10.4mm, July 6.4mm, August 6.8mm, September 11mm and November 19.4mm.
Respective long-term average rainfall for the eight months is 40.5mm, 60mm, 39.2mm, 48.9mm, 39.9mm, 34.1mm, 41.5mm and 59mm.
The 211.2mm of rain is a far cry from the 916.4mm which fell in Dubbo three years ago.
The record for highest annual rainfall since 1994 belongs to 2016.
As of Wednesday morning Dubbo had last seen rain on December 3, albeit 0.8mm.
The bureau's seven-day forecast as of the same day included a 20 per cent chance of a shower on Monday and Tuesday.
