Getting a casino licence for Dubbo, shop local initiatives and plans for the city's water security will all be on the agenda at Monday night's Dubbo Regional Council meeting.

The November council meeting will cover more than 20 agenda items.
One of the biggest issues up for discussion at the meeting is the water strategy.
In a report on the strategy, chief executive officer Michael McMahon describes it as "an extensive and ambitious program of proposed infrastructure works". He says it will not only seek to address the "immediate issues of water security" but will ensure council has a more diverse and resilient water supply system to withstand future droughts.

There are five main projects council plans to undertake, funded by the $30 million from the NSW government to improve water security. They are: the development of additional groundwater sources, the construction of a network of pipes throughout Dubbo, the establishment of enhanced water treatment processes at the Dubbo Sewage Treatment Plant, construction of a backwash water re-use scheme at the Dubbo Water Filtration Plant and the purchasing of additional groundwater entitlements.
"These initiatives have been selected for their capacity to not only address short term water security needs in response to the current drought, but also, as is the very clear direction from the NSW government, to deliver long term water supply solutions," Mr McMahon said.
He said many of the projects were scalable or could be further augmented to meet future water supply demands.
The meeting will also include a push by councillor John Ryan for the NSW government to change regulations to permit a restricted gaming licence in Dubbo, which would allow for a casino.
Meanwhile, councillor David Grant wants council to set up temporary accommodation in Wellington, as well as to extend the Bushrangers Creek Road walking path.
Cr Grant wants an investigation into making land available to help facilitate the construction of temporary accommodation. He has suggested the land could be sites such as the market square.
Finance will also play a big role at the meeting. Council's 2018/19 financial statements and the quarterly budget review are both on the agenda.
The meeting will be held in the Dubbo council chambers from 5.30pm. It will also be live streamed on the council website.
