"Residential usage is above the 295L on most occasions but we are aware this is an unprecedented time for the residents of Dubbo and considering the very short time between level three and level four, council staff are focused on developing specific strategies to meet the upcoming level four targets," he said.
The council introduced level two water restrictions on June 1 and level three on October 1, with level four set to kick off on Friday. The usage target for level three is 295L per person per day and for level four 245L .
On Thursday morning, water consumption data at www.dubbo.nsw.gov.au/droughthub revealed per person per day water usage in Dubbo across seven consecutive days starting October 23.
On six of the seven days usage was 354L or more per person for day including a peak of 375L last Sunday.

Water restrictions and targets will be reviewed at a council meeting on Monday in response to community and business feedback.
"The activities proposed to change aim to be more appropriate to current technologies and contemporary water usage," Mr McMahon said.
"With this in mind council strongly believes it will see a greater co-operation from the community to reduce water usage prolonging the time we stay on level four."
