On Tuesday, the council's chief executive officer Michael McMahon told of the possibility of "amendments" being made to its water restrictions table following feedback from the community.
Soaker hoses are permitted for the watering of lawns and gardens under current level three water restrictions.
They can be used on gardens under level four water restrictions starting Friday.

But contact with a manufacturer has Mrs Wardman thinking soaker hoses should be ditched. She tells of a microspray watering system across 30 metres using about 900 litres (L) of water in 20 minutes as compared with 1800L for two 15-metre soaker hoses covering the same distance in the same time.
Mrs Wardman's appeal to the council to be able to use the more efficient microspray system has been to no avail.
"They said all people must comply with restrictions as they are," she said.
"It's tough on people financially at the moment. People will outlay money on a soaker hose, about $23 for a 15-meter hose. What happens if the council does decide the soaker hoses are inefficient?"

Mr McMahon said when the council's original drought management plan was introduced in 2015, the use of soaker hoses was the preferred watering device for lawns.
"Dubbo Regional Council acknowledges that advancements in technology means that there are now more water-efficient systems on the market," he said.
"Council is currently reviewing the water restriction table following consultation and feedback with/from the community that may result in amendments being made to the table.

"However, at this stage, council encourages people not to use any device that hasn't been approved, as per the drought management plan and water restrictions table on the drought hub."
