The 36-year-old man from Queensland drove into a service station at Nyngan at 8.25am on Tuesday when the incident occurred.
"He has put an amount of fuel in his car and driven off without attempting to pay," NSW Police traffic and highway patrol command officers said in a statement.
"This was witnessed by an off duty police officer who was able to obtain a registration and direction of travel."
Officers from the Central North highway patrol then stopped the vehicle on the Barrier Highway west of Nyngan.
"The driver was subjected to a roadside drug test which was positive," officers said.
"The vehicle was also searched and a quantity of drugs located.
"He was arrested and conveyed to Nyngan Police Station for further testing. This was also positive."
A 24 hour prohibition driving notice was issued to the motorist.
He was also charged with fraud offence in relation to the fuel, possession of prohibited drugs, and police are awaiting results of his drug test.
