The closure is in the vicinity of Browns Gap and will be place until further notice.
"Should weather conditions improve, Council engineers will assess the situation and re-open the road as soon as possible," Lithgow City Council said in a statement released on Tuesday morning.
"The safety of motorists travelling through the area is of utmost concern at this time."

SOME parts of the region have received good overnight rainfall while others have woken up to an mid-September white out.
Data from the Bureau of Meteorology shows 26.2 millimetres of rain has been recorded in Bathurst so far on Tuesday morning, while Orange received 21.2mm and Mudgee had 8.4mm.
Meanwhile, mid-September snowfall in some parts of the region has resulted in alpine alerts being issued for the Great Western Highway.
Residents in Lithgow and Oberon woke up to snowfall on Tuesday morning with snow settling on the ground.

Live Traffic has issued an alpine condition alert for the Great Western Highway from Leura to Bathurst with traffic affected in both directions.
Emergency services and Transport for NSW have been at the site since 5am.
Drivers have been asked to reduce their speed and drive with caution.
Tuesday's icy temperatures mark a sudden drop in the mercury for the region.
Bathurst had a top of 26 degrees on Monday, followed by a predicted top of nine degrees on Tuesday, while Orange had 21.8 down to a top of eight.
