The new citizens came from across the world including Bangladesh, Germany, Poland and the United Kingdom.
Adnan Ashraf and his son Muhammad Ali are two of the people who became Australian residents. They moved to Australian in 2012 from Pakistan.
The family moved to Australia to allow Mr Ashraf to study his Masters in IT. His visa required the family to live in a regional area, so they chose Dubbo.
"When we were in Sydney, it was very busy and it is very hard to get some time for family, but in Dubbo you can easily manage your work, your time for your kids, family and friends," Mr Ashraf said.

Shakil Hassan and his family also became Australian citizens.
Mr Hassan said they moved from Bangladesh for a better life. After coming to Dubbo for work they decided they didn't want to leave.
"It's a beautiful place, we all take care of each other. Regional Australia is different to the city, and here everyone has time for family and friends, and everyone is so helpful," he said.
The Hassans are expecting a baby soon and when it is born it will automatically be granted Australian citizenship.
Dubbo Regional mayor Ben Shields said the people who have become citizens chose Dubbo for a number of reasons, mostly because the region is safe.
"The way of life in regional NSW offers so much more than the cities through things such as lower cost of living, job opportunities, and more time for family," Cr Shields said.
To become a citizen, the residents undertake a pledge to be loyal to Australia and its people.
They must also promise to share Australia's democratic beliefs, respect our rights and liberties and uphold and obey our laws.
