More people are not bothering to explain to the Victorian Electoral Commission why they did not vote in the state poll.

Earlier this year 190,000 fines were sent to Victorians who failed to vote in the November 2018 election, after more than 250,000 were issued a "please explain" notice.
"There has been a rise in non-voter numbers, with responsiveness to both the apparent failure to vote notices and infringement notices lower than in 2014," a VEC spokeswoman said in a statement to AAP.
From the 2014 election, 199,366 apparent failure to vote notices were sent, followed by 126,238 fines.
So far, of the fines sent out for last year's election, about 26,000 have paid the $81 fine, some electing to use payment plans.
There were another 4058 requests for an internal review and of those, 3414 had their infringements withdrawn, 355 were withdrawn with a warning, and 289 had their infringements confirmed.
Another 31 Victorians have decided to challenge their fines in court.
